This is NOT a Vietnamese restaurant. This is a Chinese cuisine. This relatively good place to eat for it's price. You get a big plate of rice/rice noodles/egg noodles for approximately $5. It is located near the high school, so this is a great location for students to eat for a low price and get full.
I did not give it full points because I believe this place can be improved with renovations. It looks like a run down restaurant. I would not eat here as a family/friends gathering.
Nevertheless, I believe this restaurant is a great palace to eat especially for students.
